IMPORTANT NEWS

Xinhua News AgencyOn May 15, the 10th issue of 'Qiushi' magazine published an important article by General Secretary Xi Jinping. The article titled 'Correctly Understanding and Grasping Major Theoretical and Practical Issues in Our Country's Development' points out the need to correctly understand and grasp the guarantee of primary product supply. First, enhance the domestic resource production guarantee capacity. Increase exploration efforts, implement a new round of breakthrough strategic actions for mineral exploration, and improve the development and protection level of marine resources and mineral resources. Second, leverage the supporting role of state-owned enterprises to accelerate the development and application of advanced extraction technologies for oil and gas resources. Third, strengthen the construction of the national strategic material reserve system. Fourth, optimize overseas resource guarantee capabilities, strengthen energy resource cooperation with relevant countries under the premise of effectively preventing foreign investment risks, and expand overseas high-quality resource rights. In terms of correctly understanding and grasping carbon peak and carbon neutrality, the article points out that first, based on the basic national conditions dominated by coal, we should focus on the clean and efficient use of coal and increase the capacity for new energy consumption. Second, we should vigorously tackle green and low-carbon technology challenges and accelerate the promotion and application of advanced technologies. Third, improve the 'dual control' system for energy consumption and accelerate the formation of an incentive and constraint mechanism for pollution reduction and carbon reduction. Fourth, coordinate the work on 'dual control' and 'dual carbon'. Fifth, deeply promote the energy revolution, promote energy consumption, supply, technology, and system reforms, strengthen international cooperation, and accelerate the construction of a strong energy country.

The National Development and Reform Commission proposed to increase domestic exploration and development efforts for iron ore and accelerate the construction of mineral product bases to enhance domestic resource guarantee capabilities.

IMPORTANT NEWS

On May 17, the spokesperson of the National Development and Reform Commission, Meng Wei, stated at a press conference that the National Development and Reform Commission will adhere to comprehensive measures and precise regulation to ensure the supply and price stability of bulk commodities. First, use coal as the 'anchor' to ensure energy supply and price stability. By improving the coal production, supply, storage, and sales system and strengthening market expectation management, guide coal prices to operate within a reasonable range, stabilizing electricity prices through stable coal prices. Second, ensure the supply and price stability of mineral products. Increase domestic exploration and development efforts for iron ore and accelerate the construction of mineral product bases to enhance domestic resource guarantee capabilities. At the same time, strengthen import and export regulation, resolutely curb the blind development of high energy consumption, high emissions, and low-level projects, and promote the safe supply and basic price stability of important mineral products. Third, continuously strengthen market supervision. Increase the regulatory efforts on the linkage between futures and spot markets, and severely crack down on illegal activities such as fabricating and spreading price increase information, hoarding, and price gouging.

Southeast Asia may become a major supplier and manufacturer of clean energy products in the global energy transition.

IMPORTANT NEWS

International Energy Agency websiteOn May 18, it was reported that the International Energy Agency (IEA) released the "2022 Southeast Asia Energy Outlook," stating that Southeast Asia will become a major supplier and manufacturer of clean energy products in the global energy transition. The report pointed out that Southeast Asia is an important emerging force in the global clean energy transition, with Indonesia and the Philippines being the two largest nickel producers in the world, and Indonesia and Myanmar being the second and third largest tin producers, with Myanmar accounting for 13% of global rare earth production. Southeast Asia also provides 6% of the world's bauxite. However, in recent years, investment in mineral exploration has declined, and since 2012, Southeast Asia's share of the global mineral exploration budget has halved. Therefore, the report suggests that ASEAN member countries should explore their potential in the growing new energy industry byclearly committing to deploying low-carbon energy and improving regulatory and financing frameworks to reduce mining financing costs and attract private investors.
