The two sides issued the "Joint Statement of the People's Republic of China and Mongolia on Promoting the Comprehensive Strategic Partnership in the New Era", unanimously agreeing to join hands in advancing modernization and making efforts towards building a community of shared future for the two countries featuring peaceful coexistence, mutual assistance and win-win cooperation.

The Joint Statement shows that both sides have agreed to continue to actively transform the good political relations between China and Mongolia into driving forces for cooperation, make good use of the advantages of geographical proximity and economic complementarity between the two countries, and focus on promoting and expanding mutually beneficial cooperation to bring tangible benefits to the two countries and their people. Both sides will focus on post-pandemic economic recovery, make good use of the three engines of the alignment of the Belt and Road Initiative with Mongolia's "Steppe Road" development strategy, the alignment of the Global Development Initiative with Mongolia's "New Revival Policy", and the alignment of China's "two-step" development strategy goals with Mongolia's "Vision 2050" long-term development policy, and expand cooperation in trade, investment, finance, mineral energy, infrastructure, digital economy, green development and other fields.

The Joint Statement pointed out that both sides agreed to continue to give full play to the role of mechanisms such as the China-Mongolia Joint Committee on Economic, Trade and Scientific and Technological Cooperation and the China-Mongolia Committee on Mineral Energy and Connectivity Cooperation, actively implement the newly revised "Medium-Term Development Outline for China-Mongolia Economic and Trade Cooperation", formulate the "Outline for the Development of Investment Cooperation between the Government of the People's Republic of China and the Government of Mongolia", strive to increase the trade volume between the two countries to 20 billion US dollars as soon as possible, support enterprises of the two countries to expand trade in coal, iron ore and agricultural products in accordance with market principles and commercial rules, support enterprises of the two countries to sign medium and long-term trade agreements on coal, and promote the construction of the China-Mongolia Erlianhot-Zamyn-Uud Economic Cooperation Zone.

According to the Joint Statement, the two sides have agreed to take cooperation in connectivity and energy as one of the priority areas of China-Mongolia cooperation. The two sides will accelerate the promotion of cooperation in infrastructure such as railways, highways and ports, as well as major projects in mineral and energy resources, and create demonstration projects in the field of clean energy to comprehensively enhance the scale, quality and level of China-Mongolia economic and trade cooperation. The two sides will actively promote the construction of cross-border railways that have been agreed upon and open new channels of connectivity at an early date.

The Joint Statement said that both sides positively evaluated the sixth meeting of the heads of state of China, Mongolia and Russia and the achievements of trilateral cooperation. They agreed to work with Russia to intensify efforts to build the China-Mongolia-Russia Economic Corridor, accelerate the feasibility study on the upgrading and development of the middle section of the China-Mongolia-Russia Economic Corridor railway, and actively promote the project of laying the China-Russia gas pipeline through Mongolia.

After the talks, the two heads of state witnessed the signing of multiple bilateral cooperation documents covering trade and economy, investment, customs, and desertification control, among others. These included the Memorandum of Understanding on Cooperation in the Field of Mineral Resources between the Ministry of Natural Resources of the People's Republic of China and the Ministry of Mining and Heavy Industry of Mongolia.

The release of the China-Mongolia Joint Statement undoubtedly adds a new impetus to the mining cooperation between the two sides.

Since 1951, China and Mongolia have established trade relations. With the continuous deepening of cooperation between the two sides, in recent years, China has been Mongolia's largest trading partner and investment country for many consecutive years. According to data from the Ministry of Commerce of China, in the first half of 2021, Mongolia's total trade volume with 138 countries and regions around the world was 7.4 billion US dollars, among which the total trade volume with China was 5 billion US dollars, increasing by 66.7% year-on-year, accounting for 68% of Mongolia's total foreign trade volume during the same period.

Mining, a pillar industry of Mongolia, is a key focus of economic and trade cooperation between China and Mongolia.

Mongolia has superior geological conditions and abundant mineral resources. Currently, more than 80 kinds of minerals have been discovered, including copper, molybdenum, gold, silver, uranium, lead, zinc, rare earths, iron, fluorite, phosphorus, coal, and petroleum. Mineral products are one of the main export products of Mongolia, and coal exports account for a large proportion of the country's total exports. Most of the mineral products exported by Mongolia are transported to China. In the first half of 2021, 100% of Mongolia's exported crude oil, iron ore, copper concentrate, and zinc concentrate were sent to China, 94.7% of its coal exports went to China, and 78.3% of its fluorite exports were destined for China. China is undoubtedly Mongolia's most important trading partner for mineral products.
