46.6 billion! In 2022, the research and development funding for the mining industry reached a ten-year high!


The National Bureau of Statistics, the Ministry of Science and Technology, and the Ministry of Finance recently jointly released the "2022 National Science and Technology Funding Investment Statistical Bulletin" (hereinafter referred to as the "Bulletin").In 2022, China's research and experimental development (R&D) funding continued to grow rapidly, with an increasing investment intensity.Among them, the mining industryResearch and experimental development fundingamounted to 46.6 billion yuan, setting a new high in the past decade.; the investment intensity of research and experimental development funding was 0.67%, which is a relatively high level in recent years.

 

 

The total funding has grown rapidly, and the position of enterprises as the main body of innovation has been further consolidated.

 

The "Bulletin" shows that in 2022, a total of 3,078.29 billion yuan was invested in research and experimental development funding nationwide, an increase of 282.66 billion yuan from the previous year, a growth of 10.1%; the investment intensity of research and experimental development funding (as a ratio to GDP) was 2.54%, an increase of 0.11 percentage points from the previous year.

 

This means that China's total investment in research and experimental development funding has exceeded 3 trillion yuan, reaching a new level, and maintaining a rapid growth momentum.

 

From 2018 to 2021, China's research and experimental development funding was 1,967.79 billion yuan, 2,214.36 billion yuan, 2,439.31 billion yuan, and 2,795.63 billion yuan, with investment intensities of 2.19%, 2.23%, 2.4%, and 2.44%, respectively.In four years, China's research and experimental development funding increased from 2 trillion yuan to 3 trillion yuan, fully reflecting the effectiveness of China's innovation-driven development strategy.

 

In terms of investment intensity, in 2022, the increase in China's research and experimental development funding intensity was the second highest in nearly 10 years, ranking 13th in the world, between the European Union (2.2%) andOECD countries(2.7%) average level, further narrowing the gap with OECD countries.

 

At the same time, the "Bulletin" shows that the position of enterprises as the main body of innovation has been further consolidated. Enterprises, government-affiliated research institutions, and higher education institutions are the three mainexecuting bodies. In 2022, enterprise research and experimental development funding was 238.786 billion yuan, contributing 84% to the growth of research and experimental development funding, accounting for 77.6% of the national research and experimental development funding, further consolidating the position of innovation subjects. In 2022, the research and experimental development funding of large-scale industrial enterprises was 193.618 billion yuan, an increase of 10.5% from the previous year; the investment intensity (as a ratio to operating income) was 1.39%, an increase of 0.06 percentage points from the previous year.

 

 

Investment reaches a new high, showcasing the driving role of technological innovation in the mining industry.

 

From the perspective of research and experimental development funding of large-scale industrial enterprises by industry, in 2022, the research and experimental development funding of the mining industry broke through 40 billion yuan for the first time, reaching a new high of 46.6 billion yuan.

 

Specifically for the mining industry sub-sectors, the research and experimental development funding for coal mining and washing was 18.26 billion yuan, with an investment intensity of 0.44%; the research and experimental development funding for oil and gas extraction was 12.18 billion yuan, with an investment intensity of 0.96%; the research and experimental development funding for black metal mining was 4.41 billion yuan, with an investment intensity of 0.88%; the research and experimental development funding for non-ferrous metal mining was 3.56 billion yuan, with an investment intensity of 0.96%;the non-metallic mineral miningresearch and experimental development funding was 3.22 billion yuan, with an investment intensity of 0.7%; the research and experimental development funding for mining professional and auxiliary activities was 4.95 billion yuan, with an investment intensity of 2.03%; other mining industry research and experimental development funding was 0.02 billion yuan, with an investment intensity of 0.97%.

 

In terms of total funding, the funding for coal mining and washing, oil and gas extraction, and mining professional and auxiliary activities ranked the top three in the mining industry, especially coal mining and washing, and oil and gas extraction, both exceeding 10 billion yuan, even approaching 20 billion yuan.

 

In terms of investment intensity, the mining professional and auxiliary activities, oil and gas extraction, and non-ferrous metal mining significantly exceeded the investment intensity of the mining industry.

 

This reflects, to some extent, the policy orientation to strengthen technological innovation, ensure energy resource security, accelerate the adjustment and optimization of industrial and energy structures, enhance the clean and efficient utilization of coal, and increase the exploration and development of oil and gas resources.

 

In fact, in recent years, China's investment in research and experimental development in the mining industry has maintained rapid growth, with investment intensity continuing to rise.

 

In 2016, 2017, 2019, 2020, 2021, and 2022, China's research and experimental development funding in the mining industry was 26.78 billion yuan, 28.18 billion yuan, 28.81 billion yuan, 29.48 billion yuan, 37.05 billion yuan, and 46.6 billion yuan, respectively.

 

Especially in recent years, the investment in research and experimental development in the mining industry has made significant progress. In 2021 and 2022, China's research and experimental development funding in the mining industry grew by 25.7% and 25.8% year-on-year, respectively. In 2022, the investment intensity of China's mining industry research and experimental development funding increased by 0.04 percentage points compared to 2021.

 

The positive effects of the transformation and upgrading of industrial enterprises are becoming evident, and the mining industry empowered by technology has strongly driven industrial development. From 2017 to 2022, the total profit of China's large-scale mining industry was 458.68 billion yuan, 524.64 billion yuan, 527.53 billion yuan, 355.32 billion yuan, 1,039.08 billion yuan, and 1,557.36 billion yuan, with year-on-year growth rates of 261.6%, 40.1%, 1.7%, -31.5%, 191%, and 48.6%, respectively.

 

 

Key areas receive attention, and basic research continues to rise.

 

Additionally, it is worth noting that investment in key areas continues to expand. In 2022, the intensity of investment in research and experimental development in key areas steadily increased, creating conditions for tackling key core technologies and enhancing industrial foundational capabilities. In large-scale industries, the research and experimental development funding for high-tech manufacturing reached 650.77 billion yuan, with an investment intensity of 2.91%, an increase of 0.2 percentage points from the previous year; the funding for equipment manufacturing was 1,193.55 billion yuan, with an investment intensity of 2.34%, an increase of 0.15 percentage points from the previous year.

 

At the same time, there were new breakthroughs in basic research investment, which continued to rise. In 2022, China's funding for basic research, applied research, and experimental development was 202.35 billion yuan, 348.25 billion yuan, and 2,527.69 billion yuan, respectively, representing growth of 11.4%, 10.7%, and 9.9% compared to the previous year. Among them, the growth rate of basic research funding was 1.3 percentage points faster than that of R&D funding, continuing to maintain rapid growth; the total amount broke through 200 billion yuan for the first time, ranking second in the world; the proportion of basic research funding in the total research and experimental development funding reached 6.57%, continuing its upward trend. The contributions of higher education institutions and government-affiliated research institutions to the growth of basic research funding were 44.8% and 38.3%, respectively, making them the main forces in conducting basic research activities in China.

 

Experts from the National Bureau of Statistics stated that in the next phase, on one hand, it is necessary to further improve the diversified investment mechanism for research and experimental development funding, increase financial support, expand the effectiveness of policies such as tax reductions for R&D expenditures, improve the financial support system, and encourage local governments to continue increasing investment. On the other hand, it is essential to focus on precise support for key technologies and priority areas, continuously increase investment in basic research and the transformation of results, and strive to improve the efficiency of fund utilization.
